The Market rules were adopted based on the Resolution No. 11 of September 10, 2001 by Georgian National Energy Regulatory Commission. The Market Rules establish market relations within the electricity sector. These rules define the legal status of the market, its structure, membership, terms for the connection to the transmission and distribution systems, also the financial system of the electricity sector within the wholesale market, electricity metering and settlements, dispute resolution and regulatory supervision

Georgian Law On Electricity And Natural Gas regulates relations and activities of individuals and legal entities in the sphere of electricity generation, transmission, dispatch, distribution, import, export and consumption, as well as in the area of natural gas supply, transportation and distribution. It promotes development of the electricity and natural gas sectors in Georgia on the basis of market economy principles. Law establishes the Wholesale Electricity Market and puts in place tariff systems, which reflect economically justified costs for electricity generation, transmission, dispatch, distribution, export, import, and consumption
